CED THROUGH THE YEARS

The Amakan building that used to stand on that spot at the back of the College of Engineering Building, where the present workshop rooms of Industrial Education are located housed the first classrooms and laboratories of the College of Education. Yes, that was in 1985, the year the College of Education was established. Until 1993 when the current CED Building was completed, the offices of the dean and the department chairpersons were accommodated at the College of Engineering Building.

 Created by virtue of the MSU Reorganization Plan approved by the BOR Resolution no. 18 series of 1984, Special Order no. 885, CED merged three former schools: the School of Industrial Education, the School of Physical Education and the Developmental High School, the laboratory school for students having their practicum. Ever since CED constituted five departments. The Department of Home Technology (DHTE) emerged from a formerly known Department of Student Teaching. The other departments--Department of Science and Mathematics Education (DSME), Department of Industrial Education (DITE), Department of Physical Education (DPE), and Department of Professional Education (DPRE) progressively offer various fields of specialization in the BSED, TTE, and BEED programs. The Integrated Developmental School (IDS) is one department that serves as a laboratory school and it is fully under the supervision of the CED Dean.

 From its humble beginning, the College of Education has found its direction to become one of the country’s leading institutions in teacher education. With highly competent and dedicated faculty members, CED has withstood challenges over the years. Aside from the four-year bachelor’s degree programs, it also offers graduate programs in Master in Science Education (MSciEd) with specializations in Biology, Chemistry, Physics, Mathematics, and General Science, as well as the Master in Science in Physical Education (MSPE). For a doctorate, it offers a Ph.D. in Science Education majoring in Chemistry, Biology, and Mathematics.

 Among the achievements of CED is its distinction as the Center of Excellence for Teacher Education awarded by the Commission on Higher Education (CHED) in 2010. CED garnered the 2010 CHED Outstanding Higher Education Institution Extension Program Award for Region 10. The CED has also undergone accreditation by the Accrediting Agency of Chartered Colleges and Universities in the Philippines (AACCUP). Bachelor of Elementary Education majors in Language Education and Science and Mathematics  Education are reaccredited Level 3. Bachelor of Secondary Education majors in Biology, Chemistry, Physics, Math, Technology, and Livelihood Education, MAPEH has reached Level 4. The Bachelor of Science in Industrial Education is also accredited Level 4 and Level 3 reaccreditation of BEED respectively.

CED is among the top-performing schools in the Philippines at the Licensure Examination for Teachers (LET) Elementary Level in 2012. It ranked second in the same category in 2004. In 2006, CED gained the third rank in the Licensure Examination for Teachers (LET) at the Secondary Level nationwide and number one in the LET Elementary Level in Region 10.

 Being the leading school in ICT integration, CED is recognized as the ICT hub for Mindanao. It has a strong linkage and partnership with other institutions such as Intel Philippines, Foundation for Information Technology in Education and Development (FIT-ED), Department of Education (DepEd), Philippine Association for Teacher Education (PAFTE), World Links Philippines, Commission on Information and Communications Technology (CICT),  and UNESCO Bangkok Asia and Pacific Bureau for Education.

 The CED has been granted the following projects: The Lanao del Norte-Teacher In-service Education Program (LN-TIEP), a program in collaboration with Lanao del Norte Province under the leadership of Governor Abdullah D. Dimaporo and the Department of Education National under the leadership of Undersecretary Manaros Boransing: The Program Director was the Dean, Prof. Raphia B. Maglinao. Another is the Accelerated Teachers Education Program (ATEP) Training Center, National Training Center for World Links Project, Community of Learning Fund, ICOLAR Research Fund, Best Intel Teach Program Implementer, and Intel Teach Training Hub in Mindanao.

 These accomplishments are the results of the best efforts of the faculty, staff, students, and administration. Thus, realizing the dreams of the previous deans who at one moment had led CED to what it is today.

BRIEF HISTORY

CED: Its Humble Beginnings to the Present Times


From its humble beginning, the College of Education (CED) has indeed gone far to attain its present stature. Today, it has grown in terms of students, faculty, and staff, the offering of curricular programs ranging from undergraduate to graduate programs. With the many feats through the years, its images have been transformed into a dynamic College.

Established in 1985, the CED was born by the MSU-Reorganization Plan which was approved by BOR Resolution no. 18 s 1984 Special Order No. 885. The College evolved from a merging of three schools: the School of Industrial Education; the School of Physical Education and the Developmental High School which served as its laboratory school. It has five departments: the Department of Industrial Technology Education (DITE), Department of Home Technology Education (DHTE), the Department of Physical Education  (DPE), the Department of Professional Education (DPRE), and the Department of Science and Mathematics Education (DSME).

In its early years of operation, the College was temporarily housed in the College of Engineering. The rooms shared were used as the Dean’s office, Department offices as well as classrooms. Its Amakan Building was utilized as the lecture-laboratory room for the home technology classes while the still-existing industrial technology building behind the College of Engineering is used as industrial arts classrooms and serves as a  display room for students’ handicraft products. Finally, in 1982 the College successfully got an infrastructure allocation of 13.5 million for the CED building and in 1993 the building was occupied by the College.

Today, the CED is one of the teacher education institutes that offer elementary, secondary, and teacher technology education whose mission is centered on the trilogy functions of instruction, research, and extension. It is vested to provide technology education, physical education, science and mathematics education, elementary education, and professional education leading to degrees and diplomas. It also provides leadership in effecting technology transfer and entrepreneurial development in neighboring schools and barangays in Iligan City.

Under its vision as a model of academic excellence, CED has continuously strived to carry out development efforts and changes to keep up with the challenges of the times.

Through the years, the CED has been producing passers in the annual licensure examination for teachers given by the Professional Regulations Commission (PRC). The level of performance of its graduates is among the highest in the region and Mindanao as a whole, it being above the national passing percentage. Since it is in this examination that the knowledge the students acquired in their classroom instructions is first put into challenging tests; it just shows solid proof of the quality education the College provides its students.

In LET 2004, the MSU-IIT-CED ranked second among the top-performing schools in the 10-99 Examinees category national level among schools offering elementary education.

Through its steadfast commitment to providing quality education, it prides itself as one of the leading TEI evidenced by its being awarded Level II status by the Accrediting Agency for Chartered Colleges and Universities of the Philippines (AACUP) to four of its baccalaureate degree programs namely: Bachelor of Secondary Education major in Biology, Chemistry, and Physics, Bachelor of Secondary Education major in Home Economics and Bachelor of Science in Industrial Education major in Foods, Bachelor of Science in Industrial Education with options in Drafting Technology and Industrial Arts and the Bachelor of Physical Education.

Having made significant contributions in the area of technology education, the CED has not only established national linkages but also has undergone international in pursuit of its aim to prepare its students for global competitiveness. It has established a linkage with the National Science Instrumentation Programs and has been identified as the National Instrumentation for Science and Technology Center (NISTC) for Mindanao. Likewise, it has established a linkage with Intel Teach in UP and has been made the lead school in bringing Intel Teach to the Future to its students as well as teachers in neighboring schools.

Moreover, the College of Education has also established international linkages through its access to online learning and web-based learning mode with the University of Texas, Panama. Eventually, this endeavor will make MSU-IIT the Center for Distance Learning in Mindanao with CED taking the lead role in this project of collaboration.

The department of Home Technology Education has also established a link for the On-the-Job Training with the First Search Company-PTE, LTD International Practicum Program in Singapore. Six (6) home economics students have qualified and will undergo six months of training in the program.

CED has also actively contributed to the development of Iligan through its Adopt School Program which focused on teachers continuing education and teaching strategies. For its extension projects, it has the Adopt a Barangay Program which is centered on Livelihood skills training and food processing.

The College considers the students’ welfare and development as foremost in all its endeavors to prepare them as professional teachers with a strong professional education foundation, adequate intra, and extra-curricular activities to develop their leadership skills, and to equip them with the proper values and desirable characteristics to enable them to cope with the demands of their profession and their social environment. It focuses on developing individuals to become the whole person so they to enjoy fuller lives and become useful members of society.

Since the faculty plays a key role in the successful implementation of its various programs of instruction, research, and extension, opportunities for faculty development programs such as scholarship grants, and attendance to relevant technical and scientific seminars and workshops meant to develop a stronger and more productive faculty and staff are also provided.

Many reforms at present are being actively pursued by the College to sustain the maintenance of its growth and development. These include capabilities build up in terms of faculty development, expansion of CED library and acquisition of recent library books and equipment, upgrading of Science and Technology laboratories, computerized system and procedures, improved student admission and retention policies, provision of the: state-of-the-art in ICT for classroom instruction, optimized generation of resources and improved management systems.

The insights and vision of the past administrators the dream of what CED would be in the years to come have slowly but surely been folding into reality. Thus, it is noteworthy to mention them: Dr. Fedeserio C. Camarao, Dr. Isalino Bolivia, Prof. Raphia Maglinao, Prof. Eduardo Arugay, Dr. Remedios Grageda, Dr. Felicidad del Socorro, Dr. Fe Destura, Dr. Lydie D. Paderanga, Prof. Esmar N. Sedurifa, Dr. Josefina M. Tabudlong, Acting Dean Dr. Manuel B. Barquilla, Acting Dean Dr. Ruben L. Abucayon, Dr. Amelia T. Buan and with the incumbent dean, Dr. Monera A. Salic-Hairulla.

At present in its 39th Year, the CED can lay claim to having witnessed its evolution since its pioneering days. And as it turns its leaf anew, CED has indeed with its faithfulness to its mission, vision, and objectives continuously uplift its niche as a model teacher education institution of higher learning in communion with the Institute's mantra of influencing the future.
